Changes to Clean Car Discount scheme from 1 July 2023

From 1 July 2023, the fees and rebates for the Clean Car Discount scheme in NZ will be changing. This has been legislated by the NZ Government. The fees and rebates have been reviewed to ensure the fees generate enough revenue to fund the scheme’s rebates and administration costs.Rebate and fee pricing is based on a vehicle’s CO2 emissions (CO2 grams per kilometre) where low emission vehicles get rebates and high emission vehicles incur a fee.

Summary of changes are (Source NZTA):

Zero emission vehicles     
- The rebate will reduce $1,610 from $8,625 to $7,015 (for new models).

Low emission vehicles    
- The threshold at which low emission vehicles will be eligible for a rebate will change from 146g CO2/km to 100g CO2/km.

Zero band range vehicles    
- Some vehicles won’t be eligible for a rebate or incur a fee. The zero-band range will now be 101 – 149g CO2/km, down from 147g – 191g.

High emitting vehicles 
- Vehicles that emit 150g of CO2 or more will be subject to a fee.

Disability vehicles 
A special rebate for new and used low emission disability vehicles will be introduced: 
- $11,500 for a battery electric vehicle, and $5,750 for hybrids. 
- These are vehicles modified to carry people seated in wheelchairs or have swivel seats for easier entry/exit. 
- Vehicles must be certified as disability vehicles and be first registered in New Zealand.
 

Eligibility criteria for rebates stay the same:

- Vehicles must be registered in New Zealand for the first time.
- Purchase price is to be less than $80,000 (New Zealand dollars) including GST and on-road costs.
- Safety rating required of three or more stars from the Rightcar website.

What does this mean for affected vehicles on order?

If your vehicle is registered on or before 30 June 2023, the existing fees and rebates in the Clean Car Discount scheme will apply. From 1 July, the fees and rebates will change.  This will result in lower rebates and higher fees for most new vehicles. This will increase the lease rate for these vehicles registered after 1 July.  If you have a vehicle on order that is impacted by this change, you will be notified.
